A Reflection on Bygone Days

In the era of the 60s, a time I hold close to my heart, there was a shared sentiment of community and taking care of one another. Fast forward to today, in our intricately woven global community, the need to ensure safety and well-being for the most vulnerable members among us rings true, perhaps now more than ever. Recognising the magnitude of responsibility, the NDIS has made monumental strides to enhance the screening processes for care workers in the age of digitisation.

So, what necessitated this change? The backdrop is a story not many are proud of. Previously, we operated under a system that was, to put it mildly, fragmented and lacking consistency. It is heartbreaking to acknowledge that this led to certain individuals with disabilities experiencing not just mediocre care, but in some dire instances, encountering maltreatment from workers who were believed to be properly screened. Multiple entities—ranging from agencies to governmental organisations, and employers—had the authority to conduct screenings, resulting in a mosaic of outcomes, often incongruous. One of the most prominent oversights was the limited capacity of the police to share essential information with relevant bodies due to privacy constraints.

The Thought Process Behind the Revamped NDIS Screening

The overhauled NDIS screening isn’t merely a change in procedure; it’s a reflection of the scheme’s unwavering dedication to curating a sanctuary for every individual with a disability. The mission is straightforward: cultivate a standardised screening protocol nationwide, ensuring each worker is evaluated through a uniform lens. This initiative took flight on 1st July 2018 in South Australia, making it obligatory for all NDIS provider workers to undergo these new screenings. Notably, this covered evaluations for both the Department of Human Services Disability Services Employment and Department of Human Services Child-related Employment. And the time frame set for these checks? A firm deadline of 1st July 2019. Structured with the future in mind, these checks are designed to hold their validity for a span of three years.

Regional Insights: Queensland’s and Western Australia’s Game Plans

Queensland, staying true to its proactive nature, decreed from 1st July 2019 that any worker positioned in roles evaluated for risks with NDIS providers should be armed with current disability checks (the Yellow Card) and Working with Children verifications (the Blue Card). What stands out? These professionals are mandated to be registered health practitioners, upholding a certification that resonates with the Health Protection Regulation National Law of 2009. On the other hand, Western Australia adopts a more paced approach. Their new screening measures are on the horizon, slated for a July 2020 rollout. In the interim, the prevailing protocols stand firm.

NDIS Screening: New Checks and Aims

The weight on the shoulders of NDIS providers is undeniable. Their duty? To ensure that every worker, be it those directly involved in NDIS support or even those whose interactions with individuals with disabilities extend beyond mere fleeting contacts, undergoes a stringent screening process. This mission is singular in its focus: to be the protective shield for every NDIS participant.

Let’s delve deeper into what this meticulous screening comprises:

  • Comprehensive checks by police and government agencies, covering all convictions, active or resolved, and any ongoing or upcoming legal matters.
  • Detailed child protection records, including specific protection orders for minors.
  • Details on violence restraining orders.
  • Reports on workers’ professional behaviour, mainly from incident records or official complaints.
  • Mandatory international police checks for those with overseas work experience.

The NDIS Worker Screening Database

In our evolving digital landscape, where fluid information sharing is the norm, the NDIS envisions launching a Worker Screening Database—a national treasure trove of both vetted and excluded professionals. The transformative potential of this database cannot be understated. Once a worker navigates the screening and emerges cleared, they are granted the liberty to serve anywhere in Australia, eliminating the redundancy of multiple checks. This not only streamlines the procedure for providers but also dramatically reduces bureaucratic red tape, heralding a new age of streamlined record maintenance.
